The Intel Xeon Gold 6244 @ 3.60GHz is newer than AMD Opteron 6386 SE and is significantly faster in multi-threaded (CPU Mark) testing. It is also significantly faster in single-thread testing. Both CPUs operates at simliar power levels (TDP). All the CPUs in this comparison belong in the Server CPU Class.
